vahva kaart


There's a cool map in today's Postimees that divides Estonian parishes up by monthly salary. As expected, the southeastern and northeastern corners of the country are earning the least, while Tallinn's wealth has been spreading from Nõva to Vihula.

The only surprises? Toila in Ida-Virumaa is in the same category with the wealthiest part of the country, as are parishes on Hiiumaa and near Pärnu. Do I smell a summer house/Hamptons effect?

There are also noticeable wealth spillovers from timber business in Imavere and Paikuse!
But Emmaste remains a mystery to me..

Well, my friend is always talking about his uncle who lives in Hiiumaa and has yachts and huge houses etc. Judging by his stories, the guy alone could boost Hiiumaa into unimaginable average wealth.

Emmaste is interesting - although a far away island there's a lot of production industry there. They are well known for that and there's a lack of labour around there too. So, in case you need a job - Hiiumaa might be place to go. Check out the companies: http://www.emmaste.ee/index.php?page=136

Also Toila - They have an aggressively developed port, a sanatorium and gravel mine. At least. And I think they are getting some income from some environment taxes or something like that... And I think that some new wind parks are being developed there too, etc. So, things are evolving.

These two examples demonstrate how good ideas and reasonable strategy and active approach to developing local economy can do miracles.

Ruhnu is an example the effect of EU regional funding plus the fact that most of the people are getting (above the average) government wages - although only 50 people are living there, they still need to be fully functional - so they have a doctor, teacher, local administrators, etc, etc. And all are getting the official rate state income. If you add there some money from tourism it all starts to come together.

But what is mystery for me is Paide. While Kuressaare, Rakvere, Pärnu are all in yellow, they are nicely in red... How the hell? Rakvere is closer to Tallinn. Pärnu and Kuressaare are well known resorts, etc. But still Paide is doing better... Mystery! Could somebody explain.

Can tell more on the Emmaste case. In the background there is a old friend of mine, former mayor of Emmaste and now in Riigikogu.
At the reform times, former agri-enterprise's buildings were privatized, in the beginning w/o land. But business went down. So municipality took the remaining buildings from bancruptcy, invested in the infrastructure (electricity, water, sewage, road) and sold the property to investor for 1 EEK. With conditions, to maintain 20 jobs for 3 years - or something alike. Investor, linked to Sweden, started to produce details from plastics, consumables for medicine sector. Production grows, from one company others got ideas and so Hiiumaa produces about as much plastics as all the rest Estonia. So within one year municipality got back all they invested and all the rest the time produces clear profit.
But control instances tried several years to blame my friend and his colleagues for selling of municipal properties for unfair price. Not looking the whole picture.

Paide - just begun production in the construction business - materials.
Yes, distance to Tallinn is not too big. In the center of Estonia, on best soils, farming goes on and all these need machinery and materials. So Paide and Türi twin-city is good place for agri-related businesses. And not only. Was the milk processing factory also moving from Tallinn to Paide?

Giustino, you're right. It is the Hamptons syndrome a la Rannapungerja. Estonians can register their permanent residence pretty much wherever they wish. Their physical body can live wherever it wishes, but their EEKs will be counted as earned and taxed in the parish where their permanent residence is registered. Simple.

Muddled writing re taxes. What is meant is that their taxes will accrue to the parish where they are registered as permanent residents. Sorri!

South Saaremaa is easy - over half of jobs of municipality are state jobs. Imagine, that significant portion of population is elderly or kids, from work-aged majority in municipal or state job.
